Off hand I know of two definitions of 'shortarms'. One is the guy (I'm sure some females apply but I've never heard it used that way), the guy who never gets around to treating when it's his turn. It is then said "his arms are too short to fit all the way down into his pockets where he keeps his money." Hence he's a 'shortarms' guy.
